PROBLEM TO BE SOLVED: To improve efficiency in the use of resources of servers with a little migrations when rearranging virtual instances in multiple servers.SOLUTION: An in-cluster migration management system 10 rearranges containers in servers SV within a cluster 20 where multiple servers SV are installed, in accordance with fluctuation of a request to a container as a virtual instance hosting an application. A migration policy determining a content for limiting triggers to perform the rearrangement and containers subjected to the rearrangement a little is provided. A management server 40 judges the trigger to perform the rearrangement based on the migration policy and determines the container subjected to a rearrangement when performing the rearrangement according to the judgement.SELECTED DRAWING: Figure 1
