To provide an admixture capable of simultaneously giving multiple functions originally desired for concrete even in the case of using fly ash containing unburned carbon at a high concentration for preparing concrete, and also to provide the concrete possessing the above multiple functions together.
The admixture for the fly ash containing a high concentration of unburned carbon comprises: 50-98 mass% of one or at least two selected from specific graft copolymers and salts (A component); 1-45 mass% of a specific organic amine ethylene oxide addition product(B component); and 0.1-5 mass% of a specific organic phosphoric acid ester (C component) (the total content of the above A, B and C components is 100 mass%).
