PURPOSE: To issue an unissued slip to a predetermined output destination only by indicating a slip registration department and a slip kind by providing a derivative actuating means which generates delivery information by a parameter file according to input information.

CONSTITUTION: The derivative actuating means 4 retrieves the parameter file 3 according to the indicated and inputted slip registration department and slip kind as keys to check the adequacy of the input contents. Then it is judged whether or not the input information has an error and when the error is found, a return to output indication input is made, but when not, the information to be delivered to a slip issuing means 7 is generated according to the contents of the parameter file 3. When the derivative actuating means 4 actuates the slip issuing means 7 secondarily, the delivery information is inputted first and a slip which has a slip number specified by a slip file 5 is extracted and edited according to the output slip number in the information; and then the slip is outputted to the output destination previously specified in the delivery information. Then the issue start slip number and issue end slip numbers are compared and decided.
