PROBLEM TO BE SOLVED: To realize improvement of noise resistance along with improvement of transmission rate in the next-generation terrestrial digital broadcasting transmission system.SOLUTION: A transmitter 1 includes: a mapping unit 11a/11b configured to map hierarchical data to a data carrier.
