PURPOSE: To provide the base for photographic paper which is lessened in the degradation in whiteness occurring in the yellowing of a paper base body by irradiation with electron beams, is lessened in the degradation in the whiteness occurring in the yellowing of the paper base body after preservation over a long period of time and has excellent preservable stability.

CONSTITUTION: The base for the photographic paper is constituted by forming a surface resin coated layer 3, which is constituted by successively laminating an inner layer 5 contg. an electron beam curing unsatd. org. compd. and rutile type titanium dioxide as essential components and the outermost layer 6 contg. the electron beam curing unsatd. org. compd. and anatase type titanium dioxide as essential components, on one surface of the paper base body 2, and forming a rear surface resin coated layer 4 on the other surface of the paper base body 2.
