A surface coated cutting tool in which: a TiAlCN layer having an average layer thickness of 2.0 to 20.0 [mu]m and represented by (Ti(1-x)Alx)(CyN(1-y)) is provided on the surface of a tool base 100; an average content ratio xavg of Al and an average content ratio yavg of C satisfy 0.60<=xavg<=0.95, 0.00<=yavg<=0.05; an area proportion occupied by crystal grains having an NaCl-type face-centered cubic structure is at least equal to 90 area %; when a crystal grain diameter d of individual crystal grains in an upper-layer side region obtained by bisecting the TiAlCN layer in the layer thickness direction is obtained, crystal grains 21 satisfying 0.01 [mu]m. In the upper layer side region, there are regions where crystal grains with d of 0.01[mu]m
