PROBLEM TO BE SOLVED: To provide a WC-based hard metal alloy excellent in hardness and toughness and thermal conductivity and a tool consisting of the same.SOLUTION: In a WC-based hard metal alloy excellent in thermal conductivity, consisting of WC hard particles and a binding phase, the WC-based hard metal alloy satisfies 5≤x≤14, 0.2≤y≤0.8, 0≤z≤0.6 and (y+z)≤0.1x, where a component composition thereof is represented by WC-x mass%Co-y mass%CrC-z mass%VC and has a ratio R of cumulative area of a binding phase with area of 2×Dor more to D, where area of each binding phase is measured in the vertical cross section of the WC-based hard metal alloy and cumulative area of the measured binding phase is calculated and Dis area of the binding phase with cumulative area of the binding phase of 50% of total area D, satisfying 25(%)
