PROBLEM TO BE SOLVED: To provide a ventilation control device, a ventilation control system and a program capable of suppressing discomfort of a user who enters a room, and suppressing an energy consumption amount required for ventilation for eliminating heat retention in the room.SOLUTION: A control unit 11 sets finishing time of forced ventilation by a forced ventilation device 21 as first time. Furthermore, based on a temperature difference between indoor temperature and outdoor temperature at the time on the same day as the first time and before the first time, the control unit 11 sets start time of the forced ventilation by the forced ventilation device 21. Then, the control unit 11 starts the forced ventilation by the forced ventilation device 21 at the start time, and finishes the forced ventilation by the forced ventilation device 21 at the finish time.SELECTED DRAWING: Figure 1
