[Problem] To more accurately predict the charging and discharging value of a storage battery in a power supply system and secure a highly reliable and stable electricity storage resource capable of maintaining a constant and higher power in a longer time period. [Solution] An adjustment capability extraction system provided with: a feedback collection unit 419a for collecting the status of charging/discharging of an electricity storage device as actual result information; a reliability calculation unit 417 for analyzing the collected actual result information and calculating, on a per-demand unit basis, predicted power consumption for each unit measurement period of power consumption in each time zone and reliability for the each unit measurement period, with which actual power consumption becomes the predicted power consumption; and an adjustment capability block extraction unit 418 for changing each power consumption, time zone, and time length to define, as a rectangular block using a power consumption and a time length as one side, the amount of power to be accumulated on the basis of the time length in which the same power consumption continues and for extracting the block of the optimum power consumption amount, time zone, and time length as an adjustment capability block on the basis of the predicted power consumption and the reliability for the each unit measurement period included in the defined block.
