[Problem] To efficiently recover thermal energy, which can be obtained from waste heat or the like, in an adsorbent and in a method for producing the adsorbent. [Solution] A method for producing an adsorbent, which comprises: a step wherein the surface of activated carbon (17) is hydrophilized by an oxidant (41); and a step wherein the activated carbon (17) is immersed in a solution (42) of a basic compound.
