Abstract:
Provided are an aerial photography plan creation device and method with which it is possible to easily create an aerial photography plan for favorable aerial photography of the appearance of a target photography object and that requires few aerial photography images. This aerial photography plan creation device (20) comprises: a memory (210) that stores an aerial photography plan including a flight path of a flying object set when performing aerial photography of a photography region, and a plurality of photography points on the flight path; and a processor (200). The process (200) performs an aerial photography simulation on the photography region in accordance with the aerial photography plan stored in the memory (210), generates a simulation image corresponding to a real aerial photography image with the aerial photography simulation, calculates, with respect to a target photography object within the photography region on the basis of the simulation image, proportion information indicating a proportion of a photographable region or a proportion of a non-photographable region relative to the entire photography region of the target photography object, and evaluates an aerial photography plan set on the basis of the proportion information.
