A composition comprising mesenchymal stem cells, or AgRP or an active fragment thereof according to one aspect has the effect of being useful for preventing, treating, or alleviating a disease associated with decrease activity of ubiquitin proteasome, for example, a degenerative brain disease by increasing the activity of ubiquitin proteasome.
