Abstract:
The purpose of the present invention is to provide a completely novel agent for imparting hydrophilic and oil-repelling properties, which has been unavailable until now. The present invention provides an agent for imparting hydrophilic and oil-repelling properties, comprising (α) an organic compound having a fluorine atom and an alkylene oxide group, and (β) a phosphoric acid ester compound represented by the following formula (wherein Z is a C-2-4 alkylene group, one or more of the hydrogen atoms of the alkylene group being optionally substituted by a halogen atom; p is a value within the range of 0-8; and X is a C1-30 alkyloxy group, a C2-30 alkyenyloxy group, or a (meth)acroyloxy group.)
