Provided is an agent for treating polyurethane elastic fiber, whereby problems encountering in the existing techniques can be solved and a stable and excellent agglutination resistance, uniform unwinding properties, antistatic properties, smoothness and high productivity can be imparted to a polyurethane elastic fiber. Also provided is a polyurethane elastic fiber comprising said agent. The agent for treating polyurethane elastic fiber comprises at least one kind of a base component (A) selected from among a silicone oil, a mineral oil and an ester oil, and an acidic phosphate salt (B) of a divalent cation of an elemental metal of group 2, wherein said acidic phosphate salt (B) has acidic hydroxyl group, the molar ratio of said acidic hydroxyl group to the divalent cation of the elemental metal of group 2 is 95/5-5/95, and the weight ratio of said acidic phosphate salt (B) to the total agent is 0.001-60 wt%.
