Disclosed is a monitoring operation which does not require maintenance and special applications. An air-conditioning control monitoring device (3) which provides operation state information of a plurality of air conditioners (4) to be monitored to a client terminal (2) on which a web browser (22) is mounted, is comprised of a memory portion (31) wherein a window for operation state information displayed on the client terminal (2) is divided into a plurality of regions, and data files in which the information to be displayed in each region and the updating cycle of the displayed information are stored in the respective regions; and a first communication portion (32) which transmits the data files of all regions which constitute the window to the client terminal (2). One of the data files contains decision information for deciding whether or not the other data files are normally received in the client terminal (2). The data file containing the decision information is not updated, or the updating cycle thereof is determined so as to be longer than the updating cycle of the data file for which the decision is made.
