An air-conditioning air outlet device comprises a gas storage device (1) and an induction device (2). The gas storage device (1) comprises a gas storage cavity (3) and a gas acceleration structure (4) communicating with the gas storage cavity (3). The induction device (2) comprises an induction air channel (5), a mixture port (6), an air outlet (7), and a heat storage device (8). An induced air passes through the induction air channel (5) to mix, at the mixture port (6), with an airflow accelerated by the gas acceleration structure (4). The heat storage device (8) is disposed between the air outlet (7) and an outlet of the mixture port (6). A flow equalization space is formed between the heat storage device (8) and a side wall of the induction air channel (5). The heat storage device (8) comprises a heat exchanger fin (9) and a heat exchange tube (10). The heat exchange tube (10) contains a heat storage material. A communication port (11) is disposed at the heat exchanger fin (9) and penetrates the heat exchanger fin (9) in a thickness direction thereof. Further disclosed is an air conditioner comprising the air-conditioning air outlet device. The present air-conditioning air outlet device can be used to improve airflow uniformity of air-conditioning air outlet devices.
