An air conditioning system and a vehicle. The air conditioning system comprises a cold and hot device (1), a pipeline (2), a medium conveying device (3), and heat exchange plates (4), which are distributed at intervals, wherein the cold and hot device, the pipeline, the medium conveying device and the heat exchange plates form a loop for a heat exchange medium to flow. In a heating mode, the cold and hot device heats the heat exchange medium, under the conveyance of the medium conveying device, the heated heat exchange medium circularly flows in the pipeline and exchanges heat with the heat exchange plates, and the heat exchange plates carry out heat conduction with air, so as to heat the space around the heat exchange plates; and in a refrigeration mode, the cold and hot device cools the heat exchange medium, under the conveyance of the medium conveying device, the cooled heat exchange medium circularly flows in the pipeline and exchanges heat with the heat exchange plates, and the heat exchange plates carry out heat conduction with the air, so as to cool the space around the heat exchange plates.
