The present invention provides an antenna element and an antenna array, the antenna element comprising a first radiating patch, a feed structure, a second radiating patch arranged at an interval on one side of the first radiating patch, a grounding strip arranged at an interval on the side of the second radiating patch away from the first radiating patch, and an insulating dielectric layer disposed between the second radiating patch and the grounding plate; the first radiating patch is electrically connected to the grounding patch; the feed structure comprises a feed post and an outer ring; the feed post passes through the insulating dielectric layer and the grounding plate, and one end of the feed post is connected to the second radiating patch, the other end extending out of the grounding plate; the grounding plate is provided with a first clearance hole used for clearing the feed post; the outer wall surface of the outer ring is connected to the inner wall surface of the first clearance hole, and the feed post is coaxial with the outer ring and arranged at an interval. In the present invention, dual frequency is formed by means of a double-layer patch coupling without increasing the volume, and dual polarization is formed by means of the dual feed structure.
