Provided are an anti-capsizing device for a rail vehicle and an operation method thereof, and a bogie having the anti-capsizing device. The anti-capsizing device comprises: a displacement sensor (12) configured to detect a force-bearing state of a journal box spring of a rail vehicle; a control device connected with the displacement sensor (12); and an anti-capsizing hook plate (5). The displacement sensor (12) is installed between a wheelset and a hook bracket of a bogie of the rail vehicle. The anti-capsizing hook plate (5) has a first end provided with a hook portion configured to hook a bottom surface of the head of a rail (16) and a second end rotatably installed on the bogie of the rail vehicle. The control device is configured to push, according to information collected by the displacement sensor (12), the hook portion of the anti-capsizing hook plate (5) to hook the bottom surface of the head of the rail (16) or separate from the rail (16). The device can effectively prevent vertical separation of a wheelset and a rail, thereby improving anti-capsizing performance of a train.
