Provided are an anti-glare low-reflection film, a polarizing plate comprising same, and an optical display device comprising same, the anti-glare low-reflection film comprising: a substrate layer; and an anti-glare layer and an anti-reflective layer, which are sequentially stacked on one surface of the substrate layer, wherein the anti-glare low-reflection film has an internal haze of 10-25%, and the anti-glare low-reflection film satisfies relation 1 [15≤(the internal haze of the anti-glare low-reflection film)÷(the surface roughness of the anti-glare low-reflection film)≤140 (In relation 1, the unit of internal haze is %, and the unit of surface roughness is μm)] and relation 2 [500≤(the in-plane retardation at a wavelength of 550 nm, of the substrate layer)×(the reflectance of the anti-glare low-reflection film)≤1,600 (In relation 2, the unit of in-plane retardation is nm, and the unit of reflectance is %)].
