The present invention relates to an anti-rolling and pitching device of a floating subject on the sea, the device comprising: a cage, which is mounted at the bottom surface of the floating subject in such a manner that the cage is opened up in a downward direction from the bottom surface of the floating subject to define a space of a certain size inside where fluid can be trapped; a plate, which is coupled to a lower end of the cage to help the opening movement of the cage and has at least one opening for guiding the inflow of fluid into the cage; and a drive unit for driving the plate up and down to allow the plate to extend and retract. As such, when the floating subject stays in one place, the plate moves downwards to open up the cage, thereby creating the space where fluids are trapped. As the floating subject rolls and pitches, the fluids having been temporarily trapped within the space of the cage contribute to increase a total mass of the floating subject so as to reduce the rolling of the floating subject.
