Provided is an apparatus for concentrating and extracting particles that concentrates particles in a liquid that contains microparticles and extracts those particles. Specifically provided is an apparatus for concentrating and extracting particles comprising: a main unit (1) that forms a flow path (2) for the liquid containing microparticles; at least one pair of electrodes (31) disposed along this flow path (2); a particle concentration means (3) having an alternating current power supply (33B) that applies an alternating current voltage to the electrodes (31), increasing the concentration of the microparticles flowing in the flow path in the proximity of the electrodes by an alternating current electroosmotic flow; at least two branched flow paths (43A, 43B) provided in the flow path on the downstream side of the particle concentration means (3); and a particle extraction part (4) having a light-emitting means (41) provided in the proximity of the branching of the flow path and shining light on one of the flow path branches from the side of the other.
