The present invention relates to an apparatus for forming a band binder for binding a coil steel sheet and, more specifically, to an apparatus for forming a band binder for binding a coil steel sheet, the apparatus continuously forming and discharging a band binder by inserting a clip into one end of a band cut to a predetermined length and bending the other end.
