In a problem information DB 54, states that an air conditioner 20 may exhibit when not normally operating are associated with problem contents indicating the cause of each state, and stored. In an operation contents DB 56, the respective problem contents are associated with operation programs of the air conditioner 20 used for confirming the respective problem contents, and stored. On the basis of the problem information DB 54 and state information received from a user terminal 14 and indicating a state of the air conditioner 20 that is not normally operating, a problem contents selection unit 64 selects problem contents corresponding to the state indicated by the received state information. An operation contents identification unit 66 identifies, on the basis of the operation contents database 56, an operation program associated with the problem contents selected by the problem contents selection unit 64. A transmission processing unit 68 transmits, to the user terminal 14, problem contents information indicating the problem contents selected by the problem contents selection unit 64 and the operation program identified by the operation contents identification unit 66.
