The present invention relates to an apparatus and method for generating an application using a pattern-based service combination method, and comprises: a storyboard for visually implementing and displaying a unit service or a unit service pattern so as to facilitate the generation of an application; a validity check unit for verifying whether a combination of unit services or unit service patterns for the generation of the application is valid; an execution engine for executing an emulation function for actually driving the application which has been verified through the validity check unit; a unit service storage unit for storing at least one unit service, wherein the unit service is the smallest functional unit for the generation of the application; a unit service pattern storage unit for storing at least one unit service pattern, wherein the unit service pattern is a pattern for performing one specific function, which is formed of a combination of the at least one unit service; and an operation unit for controlling the above constituent means in response to a user's command or operation input, so as to generate and verify the application and execute the emulation function.
