Abstract:
A server apparatus communicating with a plurality of mobile terminals via a network, comprising: a determination unit to determine whether congestion occurs or may occur or not in the network; a selection unit to, when it is determined that the congestion occurs or may occur, select a mobile terminal of the plurality of mobile terminals attempting to establish a new connection; and a transmission unit to transmit a first message to the selected mobile terminal, the first message including information indicating to refrain from establishment of the new connection.
