An apparatus for photolysis of water comprises a casing (1) into which a sunlight (L) can enter from the outside, and a photolysis layer (5) housed in the casing (1). The photolysis layer (5) comprises a light-transmitting porous body (51) and photocatalyst particles (52) supported by the porous body (51). An aqueous layer (4) containing liquid water is arranged below the photolysis layer (5) with a first space (6) intervening therebetween, while a hermetically sealed second space (7) is formed above the photolysis layer (5) in the casing (1). Water vapor generated from the aqueous layer (4) is introduced into the photolysis layer (5) through the first space (6), and the water vapor is decomposed to oxygen and hydrogen by the photocatalyst particles (52) which are excited by the sunlight (L).
