Provided are an apparatus, a system, and a method for controlling access by allowing the access of a user who is successfully authenticated on the basis of card information and terminal information. The apparatus of the present invention comprises: a collecting unit for collecting terminal information of a user terminal, which is received by an access point (AP) device existing around an access device; a receiving unit for receiving an access authentication request including a user's card information read by the access device; a determining unit for determining the result of multi-factor authentication (MFA), which includes card authentication for determining whether the card information for which the authentication request is made corresponds to registered card information, and terminal authentication for determining whether terminal information in the received card information corresponds to the terminal information collected by the collecting unit; and a control unit for performing control such that the access of the user is allowed by transmitting, to the access device, control information indicating that the authentication is successful as a result of the determination.
