The present invention comprise: a trailer main body (10) installed at the tail of a towing vehicle so as to be towed, and provided with a water tank (57) on a selected area on the upper surface, and with a tire measurement space (13) in a middle part of the trailer main body (10); a test tire measurement portion (20) installed in the tire measurement space (13) in the trailer main body (10), and provided with a measuring wheel (21) to which a brake means is coupled for mounting and measuring the performance of a test tire (22); a load-applying means installed between the trailer main body (10) and the test tire measurement portion (20) so as to be above the test tire measurement portion (20), for applying vertical weight to the test tire (22) installed on the measuring wheel (12); a load cell (40) for measuring tension on the test tire according to the load applied by the load-applying means (30); a water spraying portion (50) installed in front of the measuring wheel (21) for receiving water from the water tank (57) and spraying water on a road surface on front of the test tire (22) so as to provide a wet road surface; a balance rod (60) of which two end parts are installed between one side surface of the trailer main body (10) defining the tire measurement space (13) and the test tire measurement portion (20) so as to be respectively rotatable by a hinge (61), and which is provided in a plurality in vertical alignment so as to guide the test tire measurement portion (20) in the vertical and horizontal directions; a tension member (70) installed on one portion of an upper part on the rear side of the test tire measurement portion (20) to maintain tension by supporting the test tire measurement portion (20) with uniform pressure; and a control portion for receiving measurement information from the load cell (40) and controlling the load-applying means (30) and the water spraying portion (50).
