An apparatus for transmitting light comprising a first portion (10) adapted for receiving the light emitting member (101); a battery (207) being mounted inside the said apparatus; and a floating means for allowing a portion of the apparatus to be floated above the water level comprising a weight member (331) being mounted to an end portion of the said apparatus adapted for providing downward force to the apparatus and a hollow floating region (104, 209, 321) adapted for providing upward force to the apparatus arranged inside the said apparatus.
