The present invention relates to an applicator having a complex application function, wherein, instead of the conventional manner of makeup that alternately uses a puff and a brush that are separate from each other, a single applicator alone enables both a puff-based makeup technique and a brush-based makeup technique such that application of a cosmetic product in a relatively narrow area, such as the glabella, the area between the eyes, the area between the eyes and the nasal bridge, alar sidewalls, or periphery of the mouth, can occur in an easier and more detailed manner. An applicator having a complex application function according to the present invention may comprise a puff and a brush provided to protrude from at least a partial section of the periphery of the puff toward the outside of the periphery. The puff may comprise a plurality of unit puffs and an elastic connection portion positioned between the plurality of unit puffs and coupled to the plurality of unit puffs, respectively, thereby connecting the plurality of unit puffs. The puff may have a plurality of unit puffs connected by at least one elastic connection portion such that the same can be folded onto each other.
