Provided is an aqueous composition for forming a secondary battery electrode containing an electrode active material and/or a carbon material as a conductive assistant, an anionic dispersant (A), and water, wherein the anionic dispersant (A) comprises carboxylic acid and/or sulfonic acid at anionic sites, the acid value is 100 to 600 mg KOH/g, the hydroxyl value is 0 to 400 mg KOH/g, and the weight average molecular weight is at least 5000, thus enabling a secondary battery having excellent ability to disperse the active material and conductive assistant, and having excellent charge-discharge cycle characteristics, to be formed.
