Provided is an artificial intelligence-based system for recommending cosmetic products and services, comprising: a detection device; a server; and a client. The detection device is used to acquire detection data about skin, nails and scalp, and to transmit the same to the server. The server comprises: a data processing module for processing the detection data to obtain physiological characteristic information of a person under test; and a determination module for comparing the physiological characteristic information with a standard physiological characteristic value to obtain a comparison result. If the comparison result is greater than a first preset threshold and less than a second preset threshold, a first category of beauty care advice information is outputted. If the comparison result is greater than the second preset threshold and less than a third preset threshold, a second category of beauty care advice information is outputted. If the comparison result is greater than the third preset threshold, a third category of beauty care advice information is outputted. The client is used to receive beauty care advice information pushed by the server. The present invention enables a user to acquire beauty care advice information at anytime and anywhere to ascertain personal skin health.
