Provided is an atomizer, comprising a mouthpiece assembly (1), a liquid storage tube (2) connected to the mouthpiece assembly (1) and used for storing an e-liquid and delivering vapour, a liquid inflow or outflow window piece (3) connected to the liquid storage tube (2) and used for delivering the e-liquid, an atomization head (4) connected to the liquid inflow or outflow window piece (3) and used for atomizing the e-liquid, and a valve assembly (6). The valve assembly (6) is connected to the liquid inflow or outflow window piece (3) and is located between the atomization head (4) and the liquid inflow or outflow window piece (3). The valve assembly (6) is used for controlling the atomization head (4) so same connects to and disconnects from the liquid inflow or outflow window piece (3). When the atomizer is not in use, the valve assembly (6) can be operated so as to prevent the e-liquid from entering the atomization head (4), which can effectively avoid the leakage of e-liquid due to the fact that cotton absorbs too much e-liquid after the atomization head (4) has been used for a long time. Further provided is an electronic cigarette with the atomizer.
