An enumeration plan generation unit (81) generates a set of logical formula structures representing ways of combining logical formula expressions expressing attribute combinations from attributes of learning data and the maximum number of combinations of the attributes, generates partial logical formula structures by dividing in two the logical formula expression included in each of the generated logical formula structures, and generates a enumeration plan associated with the division-source logical formula structure. An attribute generation unit (82) generates a new attribute combining attributes in accordance with the generated partial logical formula structures. The enumeration plan generation unit (81) also divides in two the logical formula structure so as to equalize the number of attributes included in the two partial logical formula structures generated from each logical formula structure.
