Abstract:
The present disclosures reduce processing time by an isolation unit (101), a video decoding unit (102) an audio decoding unit (103), a video encoding unit (104), an audio encoding unit (105), and a multiplexing unit (106) being operated in parallel at a high efficiency during rate conversion dubbing. While monitoring the processing state of a prior-stage and following-stage processing unit, the isolation unit (101), the video decoding unit (102), the audio decoding unit (103), the video encoding unit (104), the audio encoding unit (105), and the multiplexing unit (106) can operate each processing unit at the best processing speed by means of controlling the stopping and restarting of processing, and thus can reduce the processing time for rate conversion dubbing.
