The present invention provides an automatic driving vehicle monitoring device which monitors an automatic driving vehicle in the surroundings of a vehicle. The automatic driving vehicle monitoring device is provided with: a driver state information acquisition unit which acquires state information about the state of a driver; an automatic driving vehicle information acquisition unit which acquires vehicle information about the automatic driving vehicle, the vehicle information including information about a surrounding vehicle that is present in the surroundings of the vehicle and information about whether the surrounding vehicle is an automatic driving vehicle; a crisis feeling determination unit which detects, on the basis of the state information, a crisis feeling of the driver and determines whether the crisis feeling of the driver is caused by the surrounding vehicle; and a transmission information output unit which generates and outputs, to a transmission device, transmission information for instructing the transmission of circumstance information, which includes the vehicle information about the automatic driving vehicle and the crisis feeling information about the crisis feeling of the driver, when the crisis feeling of the driver is determined to be caused by the surrounding vehicle and the surrounding vehicle is the automatic driving vehicle.
