When men go to stand alone toilets, hygiene is compromised when aren't able to clean over private part to leave a bad result. There is no quick cleaning mechanism availablefor thesamein public toilets.

Many times it happens that in standalone toilets, a paper dispenser is kept. However, most of the times they do not contain the paper therein. Usually, the paper is feed in such dispensing machines once in a day and there is no mechanism available to check by the authority if the dispenser is out of paper.

Further, such paper dispensers deliver a dry paper. Use of such dry paper is difficult for cleaning purpose. Another problem with known paper dispensers isthat users typically have to reach under the dispensers to grab the leading edge of the toilet paper roll, and then pull the leading edge downwards in order to extract paper from the dispenser. This can be an awkward process, especially if the dispenser is mounted low, or if there is an insufficient tail protruding under the dispenser for the user to obtain a firm grip. Specifically, persons with disabilities or restricted mobility can find operating such dispensers to be particularly challenging.

Accordingly, there exists a need to provide a paper dispenser which overcomes above-mentioned drawbacks.
