A background updating device 2 comprises a background updating unit that, if a prescribed condition is satisfied, obtains a thermal image at a target time as a new background thermal image, by using: (A) a thermal image which is an image of heat generated by a real object and which is obtained by imaging a certain imaging range at the target time with a thermal camera for imaging heat generated by a real object; (B) a real object image which is an image of the real object and which is obtained by imaging the certain imaging range at the target time with a real object camera for imaging a real object; (C) a background thermal image which is a thermal image of the background of the certain imaging range; and (D) a background real object image which is a real object image of the background of the certain range. The prescribed condition is a first condition in which the difference between the thermal image and the background thermal image is greater than or equal to a first prescribed amount, and the difference between the real object image and the background real object image is smaller than or equal to a second prescribed amount.
