Provided are a bag closing apparatus and a bagging apparatus, wherein, regardless of the shape of an object inserted in a bag, a flap of the bag can be folded at a linear folding line. The bag closing apparatus (5) folds a flap (3) onto a bag (1), the flap extending from an opening (7) of the bag (1) and having a base (11) which continues to the opening (7), wherein the bag closing apparatus is provided with a horizontal portion (35) of a guide bar (15) which is positioned at the base (11) of the flap (3), a folding bar (17) which engages with the flap (3), and a folding operation means (18) for moving the folding bar (17) in the direction opposite to the extending direction of the flap (3), and wherein, along with the movement of the folding bar (17) by the folding operation means (18), the flap (3) is bent in the folding direction toward the bag (1) using the horizontal portion (35) of the guide bar (15) as a fulcrum point.
