Provided are a bag-making device and a bag-making method capable of improving the productivity of microwave oven packaging bags. The bag-making device (10) is equipped with: a sheet-cutting and -dividing unit (37) for cutting and dividing a film sheet (31) in the width direction; a first conversion roller (51) and a second conversion roller (52) for respectively converting a first film sheet (41) and a second film sheet (42) from a second orientation in which the width direction is perpendicular to the horizontal direction to a first orientation in which the width direction is horizontal; and a folding unit (53) for forming a pair of flaps, which extend in the running direction, in the first film sheet (41) that has been converted to the first orientation. The first conversion roller (51) and the second conversion roller (52) are disposed so that the first conversion roller (51) extends diagonally upward toward the front of the running direction and the second conversion roller (52) extends diagonally downward toward the front of the running direction, and so that the center position in the width direction of the first film sheet (41) converted to the first orientation matches with the center position in the width direction of the second film sheet (42) converted to the first orientation.
