A bag making and inserting device which can, while sequentially producing bag bodies, continuously perform steps in which contents are inserted into the bag bodies.  Also provided is a bag making and inserting device capable of inserting a doubled number of contents into bag bodies in a predetermined unit time. A bag making and inserting device is provided with a film supplying means (2) for forming a band-like film (18) into a shape in which the film is folded double in the middle in the lateral direction thereof so as to be superposed on each other and discharging the film (18) in the longitudinal direction thereof, a bag making means (4) which forms bag bodies by pressing a heat cutter (24), which extends in the lateral direction of the film (18), to the middle in the longitudinal direction of the film (18) to thermally fusion-bond together the superposed portions of the double-folded film by heat of the heat cutter (24) and then cutting the middle in the longitudinal direction of the film (18), a conveying means (6) for arranging the bag bodies in a line and conveying the bag bodies in the direction of the arrangement, a moving means (8) for moving contents respectively facing the bag bodies at a conveying speed synchronized with the speed of the bag bodies, inserting means (10) advancing and retracting pushers relative to the bag bodies, the pushers being arranged in a conveying direction (T) in which the bag bodies are conveyed and pushing out the contents from the moving means (8) to the bag bodies, and a reciprocating means (12) for moving forward or returning in the opposite direction the inserting means (10) in the conveying direction (T) at the conveying speed.  In the process in which the reciprocating means (12) moves the inserting means (10) forward, the inserting means (10) simultaneously advance the respective pushers to perform an operation in which the pushers insert the contents into the bag bodies and an operation in which the pushers are retracted from the bag bodies.
