The terminal device receives one or a plurality of first blocks including a synchronization signal, receives first information and second information identifying one of the first blocks, and transmits a random access preamble at an available PRACH opportunity identified on the basis of at least the first information and the second information, wherein at least one bit string among bit strings that can be indicated by the second information indicates a PRACH opportunity index that, among PRACH opportunities associated with the first blocks in an association period identified by a physical random access channel setting period indicated by an upper-layer signal and the number of the one or a plurality of first blocks, indicates a physical random access channel opportunity available for transmitting the random access preamble.
