Abstract:
A base station, a mobility management entity (MME), and an off-loading method and system. The method comprises: when an MME performs off-loading, if there is a user terminal performing a communication service, the MME transmits an off-loading request message to a home base station of the user terminal; the base station receives the off-loading request message transmitted by the MME, determines a target MME for off-loading, and transmits an identifier of the target MME to the MME; the MME receives the identifier of the target MME transmitted by the home base station, and performs off-loading to the target MME according to the identifier.
