Provided are a belt base fabric for shoe presses which is excellent in terms of dimensional stability, etc., and a shoe press belt which comprises a resin layer and the belt base fabric embedded therein and which is less apt to generate cracks or the like. The belt base fabric comprises a single-layer weave in which a large-diameter straight warp (11), a large-diameter straight weft (12), and a small-diameter warp (13) have been disposed in this order in the thickness direction and which has been woven with a small-diameter weft (14) that interlaces with the large-diameter straight warp and the small-diameter warp. The large-diameter straight warp and weft are multifilament yarns which are constituted of a polyester resin and have a diameter of 0.3-1.3 mm. The small-diameter warp is monofilament yarns which are constituted of a polyamide resin and have a diameter of 0.1-0.3 mm. The small-diameter weft is multifilament or monofilament yarns which are constituted of a polyamide resin or polyester resin, the multifilament yarns having a fineness of 400-1,500 deniers and the monofilament yarns having a diameter of 0.1-0.3 mm.
