A blank (W1) of which an end side connection portion (31) is inclined with respect to a direction (β) perpendicular to a pair of linear portions (30, 30), in accordance with an amount equal to a difference in length between a pair of bent portions to be formed on the respective linear portions (30, 30) is formed. Thereafter, the bent portions having the same bending direction are formed simultaneously on the linear portions (30, 30). Consequently, after the bent portions are formed, it is possible to prevent the end side connection portion (31) from being skewed with respect to the linear portions (30, 30) from a desired shape, and thus, it is possible to form the pair of bent portions having different lengths simultaneously on the pair of linear portions (30, 30) on opposite sides of the end side connection portion (31), in a short period of machining time and with a high machining precision.
