A bill discriminating and counting device (10) is provided with a discriminating and counting unit (24) arranged in a housing (12) to discriminate and count a bill carried in one by one, a memory unit (36, 42) that stores a plurality of versions of discrimination programs to which the discriminating and counting unit (24) refers when judging an attribute of the bill, an operation unit (32) that inputs a return instruction to return the discriminating program to the previous version, and a control unit (50) that specifies the discrimination program to which the discriminating and counting unit (24) refers when judging the attribute of the bill, makes the discriminating and counting unit (24) carry out discrimination and count, and changes the discrimination program to the previous version of the discrimination program in accordance with the return instruction from the operation unit (32).
