The purpose of the present invention is, in a novel circulated water use system that is being studied, to provide a billing device that is suitable for the system and that calculates use fees for the circulated water and potable water. A billing device (10) for a circulated water use system (1) that is built for a specific region separate from the public water supply network comprises: an effluent measurement means (18a) for measuring the volume of effluent discharged from a water consumer (3); a potable water measurement means (18b) for measuring the volume of potable water supplied to each small water consumer; a circulated water use fee calculation unit (10A) for calculating a circulated water use fee, which is linear with respect to effluent volume, for a water consumer (3) on the basis of the effluent volume measured by the effluent measurement means (18a); and a potable water use fee calculation unit (10B) for calculating a potable water use fee for each small water consumer on the basis of the amount of excess over a specified volume of potable water that is supplied to each small water consumer using, as a point of displacement, the specified volume that is defined per unit time.
