A binder for cells which comprises an aqueous or nonaqueous dispersion or powder of fine core-shell composite particles having an average diameter of 0.05-'mu'm and composed of a fibril-forming polytetrafluoroethylene as the core and a non-fibril-forming polymer as the shell in a weight ratio of the core to the shell of 98:2 to 50:50.
