The present invention comprises: a biometric information measurement unit for measuring biometric information on a user; a feature amount extraction unit for extracting a feature amount of the biometric information; a variation pattern extraction unit for extracting, from the biometric information stored in a storage unit, a variation pattern of the biometric information and determining a feature amount of the variation pattern; a template registration determination unit for determining whether the feature amount of the variation pattern of the biometric information extracted by the variation pattern extraction unit can be registered; a template management unit for managing a template in which the feature amounts of the biometric information extracted by the feature amount extraction unit and the variation pattern extraction unit are recorded; and an authentication unit for collating the feature amount extracted by the feature amount extraction unit with the template managed by the template management unit to determine whether the user can be authenticated.
